The International Harm Reduction Association (IHRA) is the leading organisation promoting a harm reduction approach to all psychoactive substances on a global basis. IHRA exists to prevent the negative social, health, economic and criminal impacts of illicit drugs, alcohol and tobacco for individuals, communities and society. IHRA supports the engagement of people and communities affected by drugs and alcohol around the world and works to promote harm reduction and human rights issues within national, regional and international bodies (such as the UN). IHRA’s income comes from the annual International Conference on the Reduction of Drug Related Harm, donations, project funding and memberships.

What is harm reduction?
|
Harm reduction is a complex term and many different people use it in many different ways. IHRA defines it as “policies and programmes which attempt primarily to reduce the adverse health, social and economic consequences of all psychoactive substances to individuals drug users, their families and their communities”.

History and Founders
|
IHRA was formed in 1996. It was developed by a group of 10 individuals to address the need for knowledge sharing and communication in-between the International Conferences on the Reduction of Drug Related Harm (which started in 1990).

Executive Committee
|
IHRA is governed by an Executive Committee of individuals from around the world. Each Committee member is elected into a three-year term by IHRA’s members at the Annual General Meetings.
