The delegate fees for ‘Harm Reduction 2008’ are broken down into four categories – local, reduced, IHRA member, and full – with ‘Early Bird’ reductions available for those paying before 23.59 GMT on Monday 21st January 2008.

The delegate fees themselves (before tax) are reduced compared to those at the last IHRA conference in Warsaw (May 2007). This has been done to help off-set the 16% IVA tax, which has to be paid on conference fees in Spain (unlike in Poland). As a result of this tax, the total delegate fees have risen slightly compared to 2007. However, delegates may be able to claim back this tax. Please check with the fiscal authorities in your own country for how to do this.
The delegate fees listed above cover:

- attendance at all of the sessions of the conference
- a pack containing the relevant conference documents and materials
- lunch on Monday 12th May, Tuesday 13th May and Wednesday 14th May 2008
- refreshments from Monday 12th May to Thursday 15th May 2008
- admission to the conference welcome reception (Sunday 11th May 2008)
- admission to the conference party (Wednesday 14th May 2008)

Please note that the delegate fee does not include travel to or around Barcelona, or any accommodation costs. These must be organised and paid directly by the delegate themselves.
The 'Reduced' rate is available to delegates from low income countries (examples of which are given), full-time students who are unwaged, and to members of drug user or advocacy organisations. We may require supporting evidence that you qualify for these rates (such as proof of residence or proof of student status). If you are unsure whether or not you are from a low income country, please contact the Conference Office for clarification. Any disputes relating to drug user organisations will be referred to the International Network of People who Use Drugs (INPUD).

As in previous years, there is a special 'Local' rate for delegates from the host country. This reflects the contribution of individuals and organisations in Spain to producing and delivering the conference and also encouraging participation of those who will ensure the local legacy of the event.
We believe that these fees are very competitive for such a large and prestigious event, and reflect the costs of staging this complex conference. All of the delegate fees have been subsidised through generous contributions made by the Spanish and Catalan Governments, the City of Barcelona and other governmental, non-governmental, international and commercial sponsors and supporters.

Terms and Conditions
|
- The registration process is binding.
- If you have to cancel the registration, you receive an 80% refund up to 30 days before the start of the event. Cancellations need to be sent to the organisers in writing.
- Delegates who need a visa to travel to Spain but are unable to acquire one can receive 100% of their registration fee refunded up to 30 days before the event (upon presentation of a written refusal from an embassy or consulate).
- In all other cases, no fee will be returned. No registration fee can be returned within 30 days of the event.
- Registration fee refunds can only be made via the same channel as the payment was received. Specifically, credit card payments can only be refunded to the credit card account, and wire transfers can only be refunded to the sender's account. No refunds can be made via Western Union.
- Registration fees are owed upon registration and are payable within the respective deadlines. Failure to pay within a specific deadline (such as January 21st for ‘Early Bird’ rates) will result in the delegate fee being automatically upgraded as applicable (for example, the ‘Early Bird’ fee will be increased to the ‘Regular’ Fee).
- Participation is not guaranteed until full payment of the registration fee is received.
- The conference programme may be subject to changes.
- Payments will be refunded if the conference is cancelled by the organiser. In that case, the organiser will have no further liability to the client. Registrations remain valid if the conference has to be postponed.
