Satellite Meeting at Harm Reduction 2008: IHRA’s 19th International Conference

At the Commission on Narcotic Drugs (CND) in Vienna in March, the assembled governments agreed a process for the review of the global drug control system. A set of intergovernmental working groups have been established to prepare material for discussion by governments in preparatory meetings for the ministerial meeting scheduled for April 2009. It is expected that the main outcome from this process will be a political declaration that sets out the framework for UN drug control for the next 10 years.
NGOs from the drug policy, harm reduction, and HIV sectors have been closely involved in this process so far, and the IDPC has been supporting them by producing an ‘Advocacy Guide’ to the review, developing analysis and recommendations on the key issues, and hosting meetings for NGOs and government officials to discuss their positions.
This meeting, in the margins of the 2008 International Harm Reduction Conference, is the latest in that series, and is taking place at a crucial point of the process. We will update participants on the latest news from the government and NGO preparations for the review, and facilitate discussion on the main emerging issues, including:

• The Future of Harm Reduction in the UN System (in particular the links between the drug policy review and the AIDS High Level Meeting in New York)
• Drug Control and Human Rights
• Reform of the UN Drug Control Apparatus
• A Different Approach In Source Countries

The meeting will consist of short presentations and facilitated discussion, and will be followed by a short drinks reception. Background documentation can be downloaded from the www.idpc.info.
