Network Mission
To help reduce the health, social, and criminal harms of drinking alcohol around the world, while ensuring the benefits that alcohol presents for many people, cultures and societies.
Network Aims
The aim of this network is to provide a forum for researchers, advocates, practitioners, policy makers and communities to discuss practical alcohol harm reduction interventions and policy options. Through this network, IHRA aims to develop a sense of belonging and community - connecting those who support or practice alcohol harm reduction and allowing for information exchange, the sharing of best practice and experiences, and discussions around key issues in the field. All members will be encouraged to contribute to the website, e-newsletter and discussion groups whenever possible, and the network will, collectively, shape IHRA’s future work in this field (including conferences, seminars, demonstration projects and advocacy work).
Why a Network?
The concept of network-building to develop knowledge and support has been successfully employed in the harm reduction field for over a decade. Networks are relatively inexpensive and accessible ways for individuals and organisations to work together and gain strength in terms of political influence, knowledge and capacity. Networks empower researchers, civil society and practitioners to interact and collaborate towards a collective goal.
Management & Funding - Why IHRA?
IHRA has vast experience of network formation and management from the last decade, and has been influential in the establishment of the International Network of People who Use Drugs, and successful regional harm reduction networks for illicit drugs in Latin America, Asia, and Central and Eastern Europe. In addition, IHRA is currently helping to establish regional harm reduction networks in the Middle East and North Africa, and sub-Saharan Africa – as well as international networks for young people and harm reduction nurses. This experience and knowledge makes IHRA an ideal ‘host’ for GAHR-Net.
GAHR-Net is funded and administered by IHRA. The network activities are funded through IHRA’s core funding, which is raised from a wide range of sources (such as conferences, project grants, membership, and donations). In previous years, this core funding has included unrestricted donations from the alcohol industry, but IHRA no longer receives any such funding for this work. More information can be found on the Governance Section on the main IHRA website (including IHRA’s Funding Policy and audited accounts).

Discussion Group
Later in 2008, IHRA will launch an online discussion group for GAHR-Net members to share ideas, experiences, issues and questions with one another. More information will be available in due course.
International Steering Group
The International Steering Group consists of key experts around the world with specific experience of network development and alcohol harm reduction. The role of this group is to guide the establishment of the Alcohol Harm Reduction Network and to advise IHRA on management and strategic issues. The International Steering Group has the following members:
- Jack Law – Chief Executive, Alcohol Focus Scotland
- Dr Betsy Thom – Professor of Health Policy at Middlesex University
Membership
GAHR-Net is free to join for both individuals and organisations. Members will receive a bi-monthly e-newsletter highlighting the key news, research and developments from the field.
