HR2- International Harm Reduction Association

HR2 is the harm reduction and human rights programme of the International Harm Reduction Association.

The goal of HR2 is to promote an international policy and legislative environment that is conducive to the expansion of harm reduction and that promotes the human rights of people who use drugs. HR2 pursues this objective through an integrated programme of high quality policy and legal research and analysis, engagement and advocacy with multi-lateral organisations and collaboration with our civil society partners - including national and regional harm reduction networks, NGOs and drug user organisations.

HR2 has produced
reports on a range of issues, including The Global State of Harm Reduction, the Death Penalty for Drug Offences and the International Narcotics Control Board. The HR2 team present this work at conferences and meetings around the world. HR2’s research guides IHRA’s advocacy efforts in multi-lateral settings including the UN Commission on Narcotic Drugs, the UN Office on Drugs and Crime and the UN Human Rights Council.

HR2 also maintains a
blog with regular updates on international developments in the areas of harm reduction, drug policy and human rights.
