HR2 is IHRA’s programme of research and advocacy on harm reduction and human rights. The project’s mandate is to monitor the policies and practices of multi-lateral organisations and assess their compliance with international harm reduction best practice and international human rights law.
The HR2 project team have published a number of reports – including a major report entitled ‘Global State of Harm Reduction 2008: Mapping the response to drug-related HIV and hepatitis C epidemics’. These reports can be accessed through the links below and on the left of your screen.
