This older paper, which has been widely cited in other studies, suggested setting a threshold for nicotine yields of cigarettes.

  Borland R (2006) Why not seek clever regulation?: A reply to Liberman. Tobacco Control, 15, 339-340.

Ron Borland’s original article from 2003 (which is included in this section) outlined a “novel strategy” for controlling the tobacco market. This prompted a response by Jonathan Liberman in 2006 (which is also included in this section), in which he stated that there is still much that can be achieved through existing and more conventual approaches. This article is Ron Borland’s reply to Jonathan Liberman, in which is states “We should be seeking the strongest possible framework so discouraging cigarette use.”

  Borland R (2003) A strategy for controlling the marketing of tobacco products: A regulated market model. Tobacco Control, 12, 374-382.

This commentary piece outlines a “novel strategy” for controlling the tobacco market – a “Tobacco Products Agency” - which can encourage the development of less harmful nicotine products, control commercial communications and deter new tobacco users.

This is a very brief editorial which highlights the need for a new and improved range of recreational nicotine delivery systems. Unfortunately, we are unable to provide free access to this article.

This review proposes a three phase strategy that would reduce the attractiveness and addictiveness of existing tobacco-based nicotine delivery systems as well as providing alternative sources of acceptable cleaner nicotine as competition for cigarettes and tobacco.
