Overview
|
The ‘13th International Conference on the Reduction of Drug Related Harm’ took place on 3rd – 7th March 2002 in the Slovenian capital of Ljubljana. The overall conference theme was “Social Changes: Lines of Inclusion and Diversity”, as IHRA and ‘The Sound of Reflection Foundation’ (the conference organisers) placed a special emphasis on the social changes which had already been achieved by harm reduction programmes around the world. The five day event was attended by over 1,000 delegates from around 50 countries.
In the conference’s opening session on March 3rd, the Burgomaster of Ljubljana, Victoria Potochnik, greeted the delegates. This was followed by addresses from the IHRA Executive Director, Pat О'Наrе, and George Soros, the famous financier and political activist, and founder of the ‘Open Society Institute and Soros Foundation Network’. Other speakers at the opening ceremony included Catherine Hankins from UNAIDS (one of the main conference sponsors) and Andrew Ball from the World Health Organization.

The Ljubljana conference was also the host of the 2nd International Harm Reduction Congress on Women and Drugs - a satellite event on March 3rd organised by the International Network on Women and Drugs (following on from the inaugural Congress held during the IHRA conference in St. Helier, Jersey in 2000).

This was presented to Dr. Ethan Nadelmann, the founder and Executive Director of the Drug Policy Alliance- a US organisation working to end the ‘war on drugs’.
