HR2 is IHRA’s new programme of research and advocacy on harm reduction and human rights. The project’s mandate is to monitor the policies and practices of multi-lateral organisations (UN agencies, WHO, World Bank, etc.) and assess their compliance with international harm reduction best practice and international human rights law. Working in collaboration with harm reduction networks across the globe, HR2 will produce a major report each year entitled “The Global State of Harm Reduction”, assessing the development of harm reduction programmes and human rights protections for people who use drugs in all regions of the world. The project team will also produces a number of shorter reports each year providing more in-depth analysis on key harm reduction policy, programme and human rights themes.
